How to spot a pervert at Tempe beach park ! ?

Today we went to beach park with Lindsey and her kids! We were having a grand time when i spotted a guy , alone on a bench! I watched him, wondered who he was with, which kids belonged to him. So i keep my Eye on him when I see him stop and take a picture or two! of no particular kids! This guy was there snapping random pictures of other peoples kids! This had happened before when my sister noticed and went and told the lifeguard the pervert was asked to leave. So i think I'm gonna go tell the lifeguard, and you Know what the Life guard has to say? they are no longer allowed by law to question the pervert guys intentions, and they are free to take kids pictures all they want , because it is a public place! WTF? the Tempe city attorney said that families that go there assume the risk! I am horrified and go tell Lindsey and we gather the kids quick and bail! when i was talking to the lifeguard I'm sure the pervert caught wind of my displeasure and I saw him bail, hiding out in the bathroom no less! So on the way by I yelled, "you are and F-ing pervert"!
(I totally use the F-word. get over it! it isn't a new thing here on my blog! ) So i call lance as soon as i get going in the car, he is calm and collected, not what I wanted, I needed outrage, and for him to reflect my irritation , at the lack or conscience the city attorney has and the lack of information saying policy had changed! I was and still am LIVID! He thought I should have taken this guys picture, taking pictures of unknowing kids, with unaware parents thinking this was a fun safe place to come. And told him to leave and that i had his picture and I was going to compare it to the sex offenders website! and if he was in violation of his parole that sucker was going to jail! My sister thought I should have confronted him and If i had the wherewithal! I should have yelled at him , taken his memory card from his camera and kicked his ass! I was in complete shock though at the change in policy and that the city knows there are perverts that go there and take Kids pictures, and they don't care to do anything about it!! I have no idea if THE PERVERT took any pictures of mine or Lindsey's kids, But I'll tell you this, I won't be going back! but then again I might just print up KEEP PERVERTS OUT OF THE PARK t-shirts and notify the press of the new policy, and stage a protest against the city! with my kids and everyone I know there in T-shirts and shorts instead of swimwear! LIVID! So if you happened to bail on me and Lindsey today , consider yourself LUCKY! what a nightmare!
